What happens if President Paudel is not allowed to present government’s policy and programs?

Kathmandu, May 11: The politics in the federal parliament has reached to a crucial point.

The first day of the Budget session called for Friday, May 10, has adjourned until May 14 following obstruction of the House meeting by the Nepali Congress (NC).

Earlier, on Friday morning, the parliamentary party meeting of the NC had decided to allow DPM and Home Minister Rabi Lamichhane to address the House meeting, however, when the House started, the NC lawmakers obstructed the House meeting demanding the formation of a parliamentary probe commission to investigate on the involvement of Lamichhane on the cooperatives fraud case.

The enmity between the ruling alliance and the main opposition parties has intensified to the extent that now the NC is in a mood to disturb the President’s address to the joint session of the full house on May 14. 

The government has already announced for presentation of the government policy and programs on May 14 by President Ramchandra Paudel. 

If the government fails to present the policy and programs, it gives the message of failure of the government. 

If the ruling alliance and the opposition parties don’t reach to an agreement, it seems, the President cannot address the House. Without the presentation of the policy and programs, the government cannot present the budget for the new fiscal year. 

To avoid the present obstacle, the government may choose another path, i.e. ending the parliament session and presenting policy and programs and also the budget through an ordinance, say political analysts. 

Be that as it may, it will be unfortunate in practicing the so-called loktantra.
