Kathmandu, Sept 8: On the first anniversary of the Gen Z movement held on September 8 and 9 last year, civic leaders and rights activists have urged the government to immediately make public the investigation reports into the events.
Twenty-four civic leaders issued a joint statement on Tuesday, demanding action against those responsible, publication of the investigation reports, and implementation of the 10-point agreement reached with the Gen Z group.
The Gen Z generation launched the movement demanding good governance, an end to corruption and opposing the government’s ban on social media platforms. The statement says 19 people were killed on September 8 due to state repression, while a total of 76 Nepali citizens lost their lives during the two days of unrest.
The statement says the movement caused physical damage estimated at Rs 85 billion, while the government has estimated that Rs 36 billion will be required for reconstruction.
The civic leaders have called for proper medical treatment for those injured during the movement. They have also demanded legal action against officials of the then government and security agencies involved in suppressing the protests. They further called for those involved in looting and arson at structures including Singha Durbar, the Supreme Court and the Parliament building on September 9 to be brought within the ambit of the law.
The statement also calls on the current government led by the Rastriya Swatantra Party to immediately implement the 10-point agreement reached on December 10, 2025, between the election government led by then Chief Justice Sushila Karki and the Gen Z group. It also demands the immediate publication of the 900-page investigation report submitted by the commission headed by former Supreme Court Justice Gauri Bahadur Karki.
The civic leaders have further demanded that the government immediately receive and make public the report prepared by a task force headed by former judge Prem Raj Karki, which was formed to recommend action against security personnel and government employees. They have also called for the publication of the nearly 1,000-page full report prepared by the National Human Rights Commission.
They have also demanded the publication of reports prepared by commissions formed in the past, including the Mallik Commission, Rayamajhi Commission and Lal Commission, arguing that this is necessary to end the culture of impunity.
The civic leaders noted that former Prime Minister KP Sharma Oli and former Home Minister Ramesh Lekhak were arrested based on the Gauri Bahadur Karki Commission’s report but were later released following a Supreme Court order. They concluded that such selective application of the law was not consistent with legal principles.
Those who signed the statement include Ayush Basnet, Kanak Mani Dixit, Dr Gopal Krishna Siwakoti, Subodh Pyakurel, Sushil Pyakurel, Shobhakar Budhathoki and Trilochan Poudel, among 24 others.
They urged the government to act immediately to end the culture of impunity, uphold the rule of law and reform the security sector.
