Kathmandu, 8 July: Chief of Army Staff General Prabhuram Sharma has said that the border dispute with India should be resolved through diplomatic channels. He also said that the people of the border areas should also be involved in border security and management. “The army is closely monitoring the border issue,” Sharma said at the conclusion of a seminar on international border security and management organized by the Nepal Army.
General Sharma said that the border of the sky should be guarded with the same sensitivity. He stressed that all the four security agencies should be vigilant towards border security. He also pointed out the need to define clear responsibilities among the agencies working in the border areas. He stressed on the scientific management of the border saying that failure to manage the international open border would pose a challenge to terrorists and criminals.” I think good fences make good neighbors. It is necessary to monitor and control undesirable activities in the border areas,” he said.
General Sharma also suggested integrated border management policy for effective border security and border management, development of dedicated force in border security, bringing the citizens of border areas together in border security and management and resolving border disputes through diplomatic channels.
Foreign Secretary Bharatraj Poudyal had informed that efforts were being made with India to resolve the border dispute.
Defense Secretary Kiran Raj Sharma said that coordination and cooperation among all the agencies was necessary to strengthen the overall national security from the side of border security and management.
Madan KC, Brigadier General at the Border Monitoring and Survey Department of the Nepal Army laid stress on the need to involve the army in border management. He referred to such provision in the late 1950s where a colonel was assigned. He mentioned that the army was included in the Nepal-India Joint Border Committee in 1981, but the army was not included thereafter.
The seminar was attended by the high ranking officials from the Nepal Army, Armed Police Force, Nepal Police, National Investigation Department, Ministry of Home Affairs, Defense and Irrigation, and Survey Department. Similarly, border expert Budhinarayan Shrestha and international law scholar Apoorva Khatiwada were also invited by the army.
