
Kathmandu, Aug 21: The two coalition partners, Nepali Congress and CPN-UML, have reached an understanding to advance the land-related bill. Land Management, Cooperatives, and Poverty Alleviation Minister Balram Adhikari agreed to incorporate most suggestions from Congress general secretaries Gagan Thapa and Bishwprakash Sharma, except for a few amendments, paving the way for the bill to be passed by the parliamentary committee.
Earlier, Prime Minister KP Sharma Oli had expressed dissatisfaction after meeting Congress leaders at Baluwatar and finding the bill unresolved. Unable to implement the provision through an ordinance, Oli was eager to push it through via the bill.
On Wednesday, Congress decided in the Parliamentary Affairs Committee to request that the bill be presented in Parliament.
Congress lawmaker Bir Bahadur Balayar said the bill was being brought to the committee even though preparations were made to pass it directly from the House. He added that the legislation aims to “address issues of unregulated settlements” and would be sent with positive amendments.
“We had long discussions about obstacles and disruptions. Now, points we are not satisfied with will be raised in Parliament,” Balayar said, adding that the government had accepted some suggestions and that the committee process should not be delayed.
UML lawmaker Surya Dhakal said the land bill now reflects the highest number of amendments and that many previous issues have been resolved.
