The long-awaited second meeting of the Nepal-Bhutan joint ministerial parleys finally took place in Thimpu on 22-23 February with nothing more tangible at its conclusion than a claim that “steady progress” had been recorded, according to a joint press release. What had been discussed was, as per the RSS report, “the mechanism for verification of the four categories of people in the refugee camps in eastern Nepal”.
In this connection, it is worth recalling that at the first meeting in the joint ministerial group in Kathmandu last October, the Nepalese side cravenly accepted the validity of the Thimpu theory that among the “people” in the refugee camp in eastern Nepal are “Bhutanese who have committed criminal acts and “Bhutanese who emigrated”.
