In yet another move, the Commission for the Investigation of Abuse of Authority (CIAA) filed a graft case against 15 individuals including three former board chairpersons of the Melamchi Water Supply Development Board (MWSDB) and former secretaries including Bhim Upadhyaya of the Ministry of Water Supply.
The CIAA filed the case on charge of irregularities in the Melamchi Drinking Water Project at the Special Court, Kathmandu on Sunday.
The CIAA has demanded a total fine of Rs. 6.6 billion from all defendants and punishment in accordance with Article 17 of the Prevention of Corruption Act-2002.
Former chairpersons of MWSDB and former secretaries at the Ministry of Water Supply Dr. Sanjay Sharma, Bhim Prasad Upadhyaya and Gajendra Kumar Thakur have been named in the charge sheet. The CIAA has demanded a fine of Rs. 69.78 million from Sharma, Rs. 41.13 million from Upadhyaya and Rs. 604.91 million from Thakur.
Similarly, the CIAA has demanded a fine of Rs. 69.78 million from Mukunda Prasad Paudel, a former joint secretary of the Finance Ministry and former board member.
Likewise, CIAA has demanded a fine of Rs. 110 million from former board member of MWSDB, Rudra Singh Tamang, and Rs. 715 million from MWSDB board member Chandra Bahadur Thapa.
The CIAA also named MWSDB former executive directors Ghana Shyam Bhattarai, Ram Chandra Devkota and Surya Raj Kandel in the charge sheet. It demanded a fine of Rs. 227 million from Bhattarai, Rs. 323 million from Devkota and Rs. 890 million from Kandel.
The CIAA demanded a fine of Rs. 323 million each from Mani Bhadra Neupane, MWSDB former under-secretary (accounts), Ram Chandra Neupane, MWSDB former accounts officer, Begnath Paudel, MWSDB former under-secretary (accounts).
Likewise, MWSDB former under-secretary (accounts) Kedar Prasad Ayarl has been demanded to be fined Rs. 447 million and MWSDB former senior engineer Bhoj Bikram Thapa Rs. 323 million.
According to the CIAA, Eptisa Services De Ingenieris S.L., BETS Consulting Services Ltd. and CMC di Ravena were found to be involved in irregularities and all three have been presented as defendants.
The CIAA demanded Shiva Kumar Sharma, former deputy team leader of Eptisa, BETS J/V to be fined Rs. 483 million. It demanded a fine of Rs. 875 million from Eptisa Services De Ingenieris S.L. and BETS Consulting Services Ltd. and Rs. 651 to CMC di Ravena.
