Kathmandu, February 11: The Commission for Investigation on Abuse of Authority (CIAA) has said that after the implementation of federalism, there have been a significant number of complaints related to illegal wealth acquisition at all three levels of government.
Speaking on the occasion of the 33rd foundation day of the CIAA, he said that after the implementation of federalism, the trend of illegal earnings has increased at the three levels of government.
The loss of public property, bribery and bribery transactions, and taking illegal benefits have been done with bad faith. He said that a significant number of complaints related to the illegal earning of property have increased, according to the complaints received by the Commission.
He said that in terms of public procurement and construction, there is a tendency to limit competition, direct procurement without competition, pre-feasibility study in projects, allocation of budget without identifying needs and propriety, and procurement without a plan has increased.
A surplus amount has been kept while formulating the budget and program and distributed it between financial years, choosing projects in agreement, receiving or giving payments without conducting the program, setting rates without following the standards for the use of natural resources, uncontrolled mining exceeding the specified amount in the environmental impact assessment and preliminary environmental testing and exploration, agriculture, education, health, drinking water, livestock and other thematic areas of grants.
He also said that there are trends like abusing, not following the rules, laws, procedures, standards, and civil charter, entering middlemen in service delivery, disrupting the service, making irregularities in the agreement, not completing the tasks assigned to him on time, not taking responsibility and accountability, and keeping them without making a decision.
