After Prime Minister Pushpa Kamal Dahal inaugurated and received the keys to the residences built in Bhainsepati for the Chief Ministers and Province Chiefs on Sunday, and the photographs of the posh buildings built to house the Chief Ministers of all seven provinces in the capital valley, the people from all over the country have commented in the social sites that the act only made a mockery of federalism.
On the one hand, the country is federated into seven provinces, but the government builds houses in the capital for the chief ministers and province chiefs!
In a post, comedian Manoj Gajurel showed the pictures of posh buildings for the chief ministers on the top and the huts of the poor people below writing: Ministers’ residence vs people’s residence.
Even the district-level leaders of the ruling Nepali Congress have questioned why the Chief Ministers need residence in Kathmandu when they have to work in provinces.
The government built 14 blocks in about 28 ropanis of land spending Rs. 850 million. The amount will be enough to build good provincial-level hospitals in all seven provinces.
The government that has been managing expenditure by collecting loans has to bear the expense of the provinces as the latter generate no income to sustain themselves. It is said that the government collected Rs. 20 billion in the first month of the current fiscal year, and called for Rs. 10 billion for the second month to clear dues and pay the salaries. Again, the provinces have become a breeding ground for communal disputes, with Dharan of Koshi becoming the latest example.
