EDITORIAL

The government’s policy and programme presented by President Ramchandra Paudel speak to the mindset of the present coalition government. The nation is passing through a crucial phase as we are experiencing an economic recession. The government’s first job is to bring the economy on track, therefore, the government’s policy and programme should be based on the recovery of the economic sector. We don’t see any efforts for an effective recovery of the economy, instead, the policy and programme look like a “copy and paste” document of old documents. The government has expressed its commitment to do everything but how it will do, it has not been specified or explained.

The government talks about cutting down unnecessary expenditures including scrapping those unnecessary committees and commissions constituted by the government. How much amount that the government can save from such efforts, we are not sure, however, the main reason for excessively increasing the general sector expenditure is the federal structure which is producing political leaders and ministers by slashing down agricultural and industrial productions. Every year, the government expresses its commitment to revive those closed industries, in practice, no efforts have been made to run them. The political leaders even don’t hesitate to repeat the same words again and again. In this regard, we believe, the government doesn’t present the policy and programme for implementation but it is just to make fool the people. There is a lack of a monitoring body on how the government is going to implement its policy and programme and also to what per cent the government completed the committed task. Therefore, the government, taking benefit of the situation, presents such a document every year decorated with sweet words.

Indeed, such a policy and programme is a short-term plan of the government to be done in one year. Other countries develop from five years upto fifty years plan and strategies. Experts are involved in such a project and the government follows them. We also have the National Planning Commission. This Commission was very effective during the Panchayat days but today, it has become dysfunctional and a recruitment center of the party workers close to the ruling party.

Besides, all the political parties should have their fundamental policies and programmes. If we talk about Nepali political parties, almost all have defined socialism in their own way. This slogan of socialism has become just for public consumption. Otherwise, the country is run by around half a dozen brokers and middlemen and they run the country just for their own benefit. Just recently, Minister for Tourism, Civil Aviation and Culture Sudan Kirati said that some others else are running this country. He spoke the truth. Therefore, in such circumstances, the government policy and programme are just a waste of time, nothing special.
