How long will the present ruling coalition partners remain together, it is uncertain. Prime Minister Pushpakamal Dahal has already started his conspiracy theory. Relations between UML chair K.P. Sharma Oli, the main designer of the present coalition, and Prime Minister Dahal are not smooth. Both leaders are suspicious of each other.
Along with the constitution of the present collation and Dahal becoming the prime minister under the new coalition, the Nepali Congress became the opposition party — if we believe in parliamentary democracy. But the Nepali Congress, despite dispute within the party, decided to support the government during the vote of confidence motion by forgetting its responsible role as an opposition party.
Outgoing prime minister Sher Bahadur Deuba, instead of exhibiting statesmanship, wanted to prove himself as an incapable leader and also a tool of the foreign powers. Power-greedy Ramchandra Poudel and Krishna Shitaula are dreaming about becoming the President with the support of the Maoist Center, more than that, with the blessings of New Delhi. The Indo-West strategy is against the present communist alliance. Therefore, breaking the present alliance is an Indo-West design. If possible, foreign powers want to stop the UML candidate from becoming the president. Even if they fail in this mission, their attempt will be for creating distance between Oli and Dahal and finally breaking the present alliance. According to the agreement, Oli and Dahal are to become the prime minister turn by turn. After completing two and a half years, Dahal should hand over the prime ministership to Oli. Dahal has fallen into the Indo-West design as he has wished to continue as the prime minister for the full term of the present parliament. If NC will continue to support Dahal, Oli will have less chance to become the PM as the government will continue even if UML will withdraw its support to the Dahal-led government. Dahal sees that he is in a “win-win” position but he has already fallen into the grand design of the foreign powers.
There are certain ethics of a parliamentary system. However, all the players are violating the rule and also violating the constitutional norms. It is a matter of surprise that the Nepali Congress, which has supported the Dahal-led government, has written a formal letter to the Parliament Secretariat asking a recognition for the main opposition party and facilities provided to the party at the capacity of the main opposition party. According to the existing constitution, unless withdrawing support for the government, NC cannot be the main opposition party but NC wants to enjoy the role of the main opposition party even by providing support to the present coalition government.
More importantly, the political actors have violated the constitutional norms and they have proved that the present political system has already collapsed.
