Kathmandu, Aug 24: Nepali Congress President Gagan Thapa has urged the Office of the Prime Minister and Council of Ministers to make the Lal Commission report public without further delay.
In a post on X, Thapa said citizens have the right to know the truth and victims have the right to justice.
“My request to the Office of the Prime Minister and Council of Ministers is to make the Lal Commission report public without further delay. Citizens have the right to know the truth, and victims have the right to justice,” he wrote.
Thapa said the continued withholding of the report has prevented the full truth about the incident from emerging and denied victims justice.
Successive governments have repeatedly pledged to make public the Lal Commission report related to the Tikapur incident, but have failed to do so.
Thapa said calls to release the report have been made almost every year since 2017. Political parties have repeatedly pledged to publish it before entering government, but failed to act after taking power.
“Nearly a decade has passed,” he said.
The High Level Investigation Commission formed in 2016, commonly known as the Lal Commission, submitted its report, but it has remained unpublished. Thapa said its continued secrecy has prevented the facts surrounding the incident from being fully established and kept victims from receiving justice.
“Previous governments failed to do this, but their failure cannot and should not be a reason for withholding the report today,” Thapa said.
He urged the government to ensure that the issue does not remain another unfulfilled political commitment.
“Make the Lal Commission report public without further delay. Citizens have the right to know the truth, and victims have the right to justice,” he reiterated.
