
Kathmandu, Sept 12: President Ram Chandra Paudel has appointed former Chief Justice Sushila Karki as Prime Minister under Article 61 of the Constitution. Since the promulgation of the new Constitution, all governments have been formed under Article 76.
However, Karki, who became prime minister on the strength of the Gen Z movement, has received her appointment letter under Article 61. With her appointment, Nepal received its first female prime minister. Karki made history when she became the first female Supreme Court Chief Justice some nine years ago.
Article 61 of Nepal’s Constitution deals with provisions related to the president. It does not mention the post, powers, or appointment of the Prime Minister.
Clauses (1) and (2) of Article 61 state that the President shall be the Head of State and shall perform duties in accordance with the Constitution and federal laws.
The same article also provides that the president shall promote national unity and ensure compliance with and protection of the Constitution.
The President appointed the Prime Minister by invoking the provisions that define his duties, responsibilities, and jurisdiction.
