Winter session of Parliament kicks off

After the winter session of both the House of Representatives and National Assembly began on Monday, many people, including the civil servants, police, school teachers and the victims of the Maoist insurgency are eagerly awaiting whether several bills pending in the parliament will be endorsed this time.

As they had seen how the House remained without business last year, and it passed only one bill in a year, they are also suspicious whether the House will get enough business this time. Dozens of bills including the Commission on Investigation of Disappeared Persons, Truth and Reconciliation (TRC) have been pending.

Prime Minister Pushpa Kamal Dahal has shown more concern about the TRC Bill.

Obviously, the winter session is taken as a bill session. However, the winter and even summer sessions of the federal parliament last year were a failure in terms of law-making. It passed just a single bill, except for the routine budget-related ones.

This time, both the government and the parliament leadership have pledged to endorse crucial bills including those related to transitional justice, police adjustment in provinces, money laundering and school education.

It is said that over two dozen bills are in different stages in the House and a dozen in different House committees. Likewise, the government is preparing to register several new bills.

As the government has been drawing flak for not formulating laws directly related to the implementation of the constitution, the government has made preparations to formulate them this time.

However, as the CPN-UML is bracing for opposing the government, if it obstructs the parliament as it did last year, the plan to make laws may also get foiled this year.
