RSP lawmakers face attendance crackdown

Kathmandu, Aug. 18: The Rastriya Swatantra Party has tightened attendance rules for its lawmakers in the House of Representatives.

The party introduced the stricter system after a government bill failed to secure approval on August 11 because the House lacked the required quorum. RSP lawmakers must now fill out a Google form explaining the reason for their absence or late arrival.

RSP Chief Whip Kabindra Burlakoti informed party lawmakers about the new attendance requirements. Under the new arrangement, lawmakers must fill out the form if they cannot attend a House meeting, arrive more than 30 minutes late, leave the meeting midway, or leave the chamber temporarily and return later.

The form requires lawmakers to provide their name, constituency, contact number, reason for missing the meeting and reason for leaving during the session.

Lawmakers who are absent due to illness must provide details of where they are receiving treatment. Those travelling to their constituencies must submit their travel schedule, including departure and return details.

For formal invitations or overseas programmes, lawmakers must provide details of the organiser and the relevant permission letter. They must also upload supporting documents to verify the reason for their absence.

The new system is aimed at improving attendance and ensuring that RSP lawmakers remain present during parliamentary proceedings, particularly after the party faced criticism over the lack of quorum in the House.
