Rumours have it that the present government will soon be replaced by the new NC-UML coalition government. This rumour spread after Nepali Congress general secretary Bishwa Prakash Sharma in the parliament warned Prime Minister Pushpa Kamal Dahal that where they would be if NC and UML allied to form the government. Another general secretary Gagan Thapa also floated similar views. And if instability deepens, and Oli gets fed up with the demands of smaller parties in the government, one cannot rule out the possibility of the NC-UML government.
Even after the 2013 election to the Constituent Assembly, NC and UML formed a coalition government which succeeded in promulgating the constitution, and now when the implementation of the constitution is facing a snag, the two parties can come together at any time in the name of addressing the public frustration and anti-system elements. If the two big parties formed a coalition government the bargaining power of small parties would be reduced. Moreover, such an alliance could put the existence of the small parties in crisis.
But is it possible to form NC-UML coalition government and if so by when?
Recently, Nepali Congress leader NP Saud ruled out the possibility of the NC-UML coalition government. Likewise, NC general secretary Thapa also said that by January next year, the present coalition would collapse.
However, a section of the Nepali Congress leaders who were irked by the way Prime Minister Pushpa Kamal Dahal deceived them, argued that the new NC-UML government will be formed within mid-July.
If the two big parties agree to form such a government, there may arise as to who should lead the government and how long. So, it is not easy for both the UML and NC to form their coalition government.
