It seems the bills related to transitional justice (TRC) may not be endorsed in the ongoing session of the parliament. Although Prime Minister Pushpa Kamal Dahal has been exercising to take the bills to a conclusion, it faced opposition from the CPN-UML in the past, and now the Nepali Congress may obstruct its passage.
It has been over 17 years since the signing of the Comprehensive Peace Accord and the Bills should have been passed within six months, the parties are still struggling to sort out the conflict-era criminal cases thanks to the differences among the parties which signed the CPA in 2006.
In the past, the CPN-UML objected to some provisions of the TRC Bills preventing its passage, and now the NC is against the bills. Although PM Dahal and NC president Sher Bahadur Deuba recently held meetings to discuss the bill, NC leader Shekhar Koirala has said that the TRC bills will not be passed easily. Koirala was one of the key figures to convince the Maoists to end the conflict in 2006.
Because of the untrusting activities of PM Dahal and the recent reversal of coalition could further delay the passage of the TRC Bills, the expressions of the NC leaders have hinted at this.
