Despite the reports that have been published regarding the two upcoming by-elections, not much public attention has focused on one crucial aspect although reference to it has been made publicly by Vidya Bhandari, the UML’s candidate for the Kathmandu-1 constituency by-poll.
That involves what the UML strength will be in the 205-member House of Representatives in the aftermath of those elections. Before the deaths of UML’s Madan Bhandari and Jiv Raj Ashrit last May, the UML had 69 seats there. That translates to a wee bit OVER the figure of 68.3 which is exactly one-thirds of the figure 205, or the full strength of the Lower House.
Understandably, the pro-Congress media has been studiously underlining that the outcome of the two by-elections is virtually immaterial since the Congress will continue to hold on to its simple parliamentary majority whatever happens in the two scheduled by-elections.
