In a recent “mini-editorial” The Times of India has clearly hinted that the caretaker Nepali Congress government may resort to unfair means to win the forthcoming election to the House of Representatives.
That has struck many political observers as a most intriguing development, that dally- often used by the Indian authorities as a sounding board to test opinions and as a transmitter of signals to foreign capitals has in its Current Topic piece entitled Nepal Election made two very interesting, ostensibly even uncharacteristic, observations regarding the November 15 polls.
