
Kathmandu, 3 March: Although the transfer of civil servants is a regular process, the transfer becomes controversial when the Prime Minister, Ministers and those in their secretariats start showing unnatural interest. The tradition of having such an interest has been ongoing for years though.
Sources in the Prime Minister’s Office claim that there was unnecessary interference from the Office of Prime Minister and Council of Ministers and the Prime Minister’s Secretariat in the recent transfer of joint secretaries and under secretaries by the Ministry of Federal Affairs and General Administration. According to the source, due to the interference, the transfer list had to be corrected several times and too tough in publishing the final transfer list.
Since there is no clear and scientific criteria for employee transfer, undue influence is rampant from power centres. Prime Minister Pushpa Kamal Dahal is more interested in the transfer of staff in the agencies such as home, local level, physical infrastructure, irrigation, tourism ministries and offices under them, reports Rajdhani Daily.
