Kathmandu, 1 March: The election code of conduct has become effective following the President and then Vice President’s elections this month. Therefore, before the two elections, Prime Minister Pushpakamal Dahal can neither expand his cabinet nor take a vote of confidence from Parliament earlier to the two elections.
PM Dahal is looking after portfolios of 18 ministries alone and he has not been able to carry out important work related to different ministries. This has affected day-to-day work in many ministries.
Similarly, earlier the two elections this month, PM Dahal cannot take a fresh mandate from Parliament in his favour.
Although it cannot be expected that NC would betray while taking a vote of confidence by PM Dahal, in case, if the situation will change and NC will deny voting for PM Dahal, he will fall into the minority and his government will automatically collapse. According to the constitutional provision, the NC, the largest party in Parliament will get the opportunity to form a new government. However, the NC should take a vote of confidence within one month. If NC and UML will develop a new alliance in the changed scenario, all the small parties including the Maoist Center can be cornered.
