Kathmandu, 10 January : High Court, Tulsipur has issued a controversial verdict ruling that that security personnel will be penalized for arresting criminals.
Hearing the case related to a habeas corpus, a joint bench of Judges Shesha Raj Shiwakoti and Dipendra Bahadur Bam issued this verdict indicting police for arresting an absconding convict, reports Kantipur daily.
