“Steamers have already started to run in our rivers, soon, we will operate ships”, this is no more than the imagination of Prime Minister KP Sharma Oli. The government policy and programmes presented by President Bidya Devi Bhandari in the Federal Parliament on 3 May is full of such imaginations.
The government’s policy and programmes for the fiscal year 2076/77 BS (2019-2020), not only claims that its programmes are meant for the next fiscal year, but they also explain the government’s commitments for the next four years and more.
Above a dozen populist programmes, including the increment in social security allowance has been incorporated in the policy and programmes as well.
The government has claimed that the recently organised investment summit has identified Nepal as an investment destination; it plans of an increment of 7 percent of economic growth, an increment of 27 percent in national savings; curtailing unnecessary government expenditures, etc. At least these are the claims made by the government.
The government has not missed to claim on checking of the high level of corruption and returning the government land captured by the land mafias.
Be that as it may, the policy and programmes have not been able to give any new thing except from making big premises. Even some of the programmes have been repeated from last year’s programmes.
Last year also, similar claims were made, but they did not materialize in practice. In conclusion, the policy and programmes are not based on reality and practical grounds, rather they are based on noting more than mere imagination. There is no strong commitment on how to achieve success. For stance, there is the commitment for completing the Melamchi drinking water project within the next fiscal year. However, experts say that if the government tries to bring a new contractor, the project can be completed only after two or three years later. Until now, the government has not been able to take any decision on the construction of the remaining portion of the project.
Meanwhile, the government could not remain aloof from criticisms of the MPs of the ruling parties themselves. Ruling party MPs Janardan Sharma, Ramkumari Jhakri expressed their dissatisfaction on some points in the government policy and programmes. Accordingly, MPs from ruling party, Dev Gurung, Agni Sapkota, among others have criticized the government policy and programmes.
The MPs from the ruling party were asked to not speak on the policies and programmes.
Leaders from opposition parties remarked that the government policies and programmes have no any new things except from false promises and claims.
