Talks in Sittal Niwas: The President agreed to Sushila Karki as PM; dispute on dissolution of parliament

Kathmandu, September 12: The meeting, which started on Thursday at Sheetal Niwas, has been postponed to reconvene at 9 am on Friday after no conclusion was reached.

Despite the agreement between the major parties and President Ramchandra Paudel on giving former Chief Justice Sushila Karki the leadership of the interim government, the process set by the Constitution has become a hurdle in her appointment.

The meeting started on Thursday night, which was attended by President Ram Chandra Paudel, Chief of Army Staff General Ashokraj Sigdel, former Chief Justice Karki and advocate Omprakash Aryal, lasted until 3 am on Friday. But the meeting was postponed to Friday morning after a final decision was not reached on how to appoint Karki as the head of government.

The main agenda of the meeting was how to give the leadership of the interim government to Karki. But the talks could not reach a consensus due to the provision that a prime minister should be a member of the House of Representatives as per the constitution.

Meanwhile, political parties have mounted pressure on the President for not dissolving Parliament and seeking options for responding to the demands of Gen Z from within the constitution.

The demand for the dissolution of Parliament is still pending.

Earlier on Thursday, President Paudel had also discussed with constitutional experts Bhimarjun Acharya, Bipin Adhikari and others on the issue of whether or not the President could use Article 61 (4) to avoid constitutional obstruction.

To recall, the major demands of the Gen Z were dissolution of the present Parliament, holding fresh elections within six months and drafting a new constitution.

Accordingly, Gen Z had demanded to investigate the shooting of youths, killing 36 peaceful demonstrators on Monday and action on the then Prime Minister K.P. Sharma Oli and Home Minister Ramesh Lekhak, among other responsible authorities; the constitution of an autonomous commission to investigate corruption and abuse of authority by the political leaders and bureaucrats enjoying power since 1990.
