
Every year, the government presents its policies and programs followed by the budget for the new fiscal year. We don’t evaluate how much the government worked according to the previous year’s policies and programs. We have seen frequent changes in the governments and we have the tradition that the successive governments don’t continue the programs introduced by the previous government. The main thing is that the political leaders are not responsible towards the people and the country. They are capable of coining beautiful words and distributing them to the people but they never fulfill their commitments. Therefore, neither the policy and programs nor the budget are in the interests of commoners.
Presenting an ambitious budget and when it is not workable, downsizing it within six months has become a common practice. This year also, expenditure has dominated entire revenue by two trillion rupees. The government should borrow debts to maintain a balance between revenue and expenditure. Also, to present the budget for the new fiscal year, when the expenditure size will increase, the government fails to increase revenue and thus, the only solution to meet the expenditure is to take debts. Taking debts for the general sector expenditure is a serious failure of the economy. The government cannot invest in the development sector, which is a kind of failure of the budgetary system.
Political leaders are the big liars but the bureaucrats are experts in their field. They should make alert the leaders. Also, the economists of the country know the reality. Even they, with the fear of becoming “regressive elements”, don’t speak the reality. The reality for our economics is that our general sector expenditure has been mounted since we adopted the federal system and we lack the necessary budget for the development sector. This has led our economy in a negative direction, which is a fact but no one is ready to speak this fact.
