We have systems but not in practice

By Narayan Prasad Mishra

We all know our life would be easy if our country were run according to some system and the rule of law. Even though we have some systems for some things, we do not have the rule of law, so the system turns into a non-system. We have systems in some places, but we do not have the rule of law in most places. So we end up having non-systems everywhere.

In this context, our taxi transportation system is a good example of our country’s no system. We all know our taxis are to run with meters, and the taxi users are supposed to pay the taxi drivers according to the amount shown in the meter. In practice, that system does not exist in the country. Taxi drivers do not go with meters, and you need to bargain with a taxi driver for the taxi price, and they often charge quite a high price. Everyone knows this system about no system. Because of this problem, one who does not want to own a motorcycle or motor car due to the high government tax for owning vehicles still needs to own and keep it. If there was a system and the rule of law, many people would prefer taxis instead of owning vehicles. The local administration and home ministry are all aware of this issue — they know the taxi drivers are giving trouble to the clients and exploiting them against the rules and laws of the land. But the law enforcers act as if they have no eyes and ears.

When we look at our laws and rules, we find that we are no less protected by the rules and regulations than the people of the European and American countries. According to our law, no one should mix unhealthy things in foodstuff; no one is supposed to sell things at an unreasonably high price. No one should indulge in corruption and malpractice, and no one should do office irregularities. No cooperative organizations like Civil Savings and Credit Cooperative under Ichha Raj Tamang are supposed to cheat the people. As our laws and rules are not in practice in most cases and our responsible people try to close their eyes to these things, we have a system of no system as described above. That is why we are compelled to pay any price asked by the sellers in the market, and we are compelled to eat unhealthy things just as we are compelled to pay a high price to the taxi drivers against the meter system. People are cheated by cooperative organizations as if they are licensed for that purpose and the government cannot do anything being the spectators.

In this context, I am so glad to hear Rajendra Lingdel, the Deputy Prime Minister and chairman of the Rashtriya Prajatantra Party, Rabi Lamichhane, the former deputy prime minister and the chairman of the Rashtriya Swatantra Party, and Narayan Kazi Shrestha, the deputy prime minister and the vice chairman of the Nepal Communist Party (Maoist Center) who have been speaking to bring good governance in the country and to eradicate corruption. The saying of Rajendra Lingdel -“To take a bribe is equal to drinking own mother’s blood” is a powerful view and commitment to eradicate corruption. We can have hope from him that he will undoubtedly stand like a solid wall to prevent corruption in the country. The former Deputy Prime Minister, Ravi Lamichhane, who had been advocating for a corruption-less society even before he came to power of position, issued his praiseworthy direction for solving the problems and irregularities of getting passports and licenses without the existing trouble when he became the deputy prime minister. Deputy Prime Minister Narayan Kazi Shrestha, as soon as he entered his ministry and took responsibility, said now the days of corruption would end. It means he will work for a corruption-free society. In this cabinet, the Maoist leader, Rekha Sharma, works as the Communication Minister. She is the one who once, in her interview with Nepal Live, said, “I will never act dishonestly, and I will set an example of hope and trust of the people as an honest person of high morale in politics.” As we say, the morning shows the day —we can undoubtedly hope that they will work to take care of the problems mentioned above of the system of no system. I hope our hopes will not be duped.
