Kathmandu, 9 October: Nepal is preparing to sign on extradition treaty during Chinese President Xi Jinping’s state visit to Nepal.
The draft of the proposed extradition treaty prepared by the Home Ministry has been endorsed by the Cabinet meeting.

The draft of the treaty has already been approved by the Chinese side, according to sources.
American headache:
American ambassador Randy Berry was seriously concerned on whether Nepal was preparing to sign on the extradition treaty during the high-level visit. He met with leaders from the opposition parties to the ruling party to know about the status of the treaty. He was against signing of the treaty which could directly hurt free-Tibet activities.
Nevertheless, the Nepal government has mentioned a clause in the proposed extradition treaty regarding sensitiveness of the Tibetan refugees and guaranteeing their rights. A provision has been mentioned in the proposed treaty that extradition of Chinese citizens will not be effective on the basis of opposing political system and death penalty will be prohibited to the extradited person.
Nevertheless, after signing of the proposed extradition treaty, it is believed that free-Tibet or any anti-China activities can be controlled in Nepali soil.
