    Deepak Manange in Dillibazar Jail

    By Our Reporter

Gandaki Provincial Assembly member Rajiv Gurung, aka Deepak Manange, was arrested and sent to Dillibazar Prison in Kathmandu on Tuesday.

A team from the Central Investigation Bureau (CIB) arrested Manange while hiding in Comfort Housing in the Sano Bharyang area of Sitapaila. Manange was out of contact since the Supreme Court, on November 5, sentenced him to prison under the charges of attempt to murder.

Manange was accused of an attempt to murder for his attack on Milan Gurung, aka Chakre Milan, in May 2004. He was then sentenced to two years in prison by the District Court while allowing his accomplices to leave.

Later, the High Court increased Manange’s sentence to five years while upholding the other decision.

The government attorneys then reached the Supreme Court on February 15, 2019, against the High Court order. In between the incidents, Manange presented himself before the apex court and also stayed in prison twice for a total of 2 years and 8 months under the same case.

And after over five years, the Supreme Court gave its final verdict in the case and upheld the decision of the Patan High Court. However, after the decision of the joint bench of Justices Nahakul Subedi and Tek Prasad Dhungana a week ago, Manange disappeared and police began their manhunt.

As per the laws, Manange should now fulfil the remaining term, of 2 years and 4 months, in prison. He has been kept in Dillibazar Prison for this purpose.

Following the SC verdict and his arrest, Manange’s Gandaki Provincial Assembly Member post has been terminated.

Manange entered politics in 2017 from Manang as an independent candidate and has worked as a minister in Gandaki Province six times in support of different parties. He then again won the elections in 2022.

  • Crime and punishment in Nepal

    Crime and punishment in Nepal

    By Rabi Raj Thapa

There is a popular old proverb “Choirlai Chautari, Sadhulai Suli” that literally means position and perks to the crooks and death penalty to the pious. In Nepal, major political leaders flourish through financial power derived from power brokers who indulge in corruption and crime. The paradox is that some alleged and indicted leaders still retain their political power and bureaucrats still retain their positions and power, whereas, others are sent behind bars waiting for verdicts from unpredictable criminal justice system and procedure. In Nepal, some arrested persons in minor street crimes and vandalism are forced to be handcuffed and wear derogative “thunuwa(locked-in-custody”) jackets while other arrested big-shots get VIP, VVIP treatment even inside the prison and in custody. That is why Nepal is seen as a Strange Country – an Ajib Nepal.

International prominent writer and political personality Niall Ferguson opines new US President Donald Trump lacks mental stability which can be a threat to the US and the world’s political orders in the coming years. In this regard, old age and poor physical condition like that of US President Joe Biden also played a critical role in US politics. If Donald Trump has mental instability, can we say that Nepali leaders K. P. Oli and Pushpa Kamal Dahal also can labeled in that category? On the other hand, there should be no difference between Joe Biden and former PM Sher Bahadur Deuba and even Jhal Nath Khanal.

Actually, these leaders along with many other high-profile leaders and even the highest government officials have multifarious public facades like two faces of a coin –- on one they have a reputable social economic status with a very promising political career; and, on the other side, they have a latent corrupt and criminal personality and record that is blurred.

Truly speaking, indicted perpetrator Deepak Manage and so-called victim Chakre Milan both were once fearsome underworld dons fighting illegal turf wars for protection money and power. There were many like Deepak Manage; for example, Dinesh Adhikari aka Chari, Kumar Shrestha aka Ghaite, Ganesh Lama and current provincial Sports Minister of Bagmati Province Min Krishan Shrestha and still many others. They all have affiliations to various political parties who live and flourish under their political patronage. Crimes committed by all these goons are violent like physical intimidation, and assault amounting to physical harm. In this regard, UML-affiliated Dinesh Adhikari aka Chari and Nepali Congress-affiliated Kumar Shrestha aka “Ghaite” were neutralized in police encounters. Had they survived to date, they would also have become a successful politician and minister by now. The case with the Kishi Province Minister Lila Ballav Adhikari is that of greed, forgery, corruption, conspiracy and abuse of state position and authority. There is one thing in common among the six-time provincial minister of Deepak Manage, two times Deputy Prime Minister Home Minister Ravi Lamichane, and a lawyer minister Lila Bhallav Adhikari; that is, they all have successful political careers and are still holding the portfolio of the members of the parliament.

Initially, Ravi Lamichane came to the limelight as a successful media who successfully turned into a charismatic political leader and quickly rose to power through his populist political demeanor. In Nepal, there are Balen Shah, Gyanendra Shahi and C K Rout who have similar traits to that of Ravi Lamichane.

Now they have become threats to the conventional old political stalwarts who rose from political manipulation, political horse-trading and latent unethical corrupt practices who believe to have “joined politics not to become a saint” (Jogi Bannako lagi Rajnoti Gareko Hoina). These leaders are accustomed and excelled to “sell Dog’s meat displaying Goat’s head. (Khashi ko Tauko Dekhayera Kukur ko Masu Bechne).

Then why do Nepali people grumble when they themselves vote for such violent, chameleon and greedy characters time and again? All the blame goes to the Nepali people themselves; who, knowing all these repeatedly vote for the same scoundrels and empower them time and again to become the masters of the destiny of all Nepali People.

  • How a nation collapses!

    How a nation collapses!

    On/Off the Record

    By P.R. Pradhan

How a nation collapses, we can see it from the downfall of different organs in the country since the nation adopted a multiparty democracy by suspending the King’s active leadership in 1990.

Kathmandu Metropolis City’s Mayor Balen (Balendra) Shah, addressing a function organized on the occasion of the Dhanwantari Jayanti (anniversary) during the Tihar festival at the Singhadurwar Baidhyakhana, suggested visiting the Baidhyakhana to see how a nation collapses. This scribe agrees with his point of view. Balen said that he had spent several years there when his father was working for the Baidhayakhana. During his childhood days, he saw producing many medicines there, now it is very sick and producing a few medicines only. Balen saw only a few buildings but now there are many buildings but producing a few medicines only. He challenged the government to run the Baidhyakhana on profit and if it cannot, he asked the government to hand over it to the Kathmandu Metropolis. “I know, how to run the Baidhyakhana,” he said.

This scribe has been in the journalism profession since 1975 and saw the flourishing of the government undertakings very successfully. The Singhadurwar Baidhyakhana produced around 200 types of Ayurvedic medicines. The Royal Drugs was also producing verities of medicines. Royal Nepal Airlines was flying to the European countries in the West and to Japan in the East. The Janakpur Ciggrate Factory was paying the highest amount of tax to the government, the Bansbari Shoes Factory was producing strong shoes needed for the Royal Nepal Army and the Nepal Police. The Himal, Hetauda and Udayapur Cement factories were running in profit by producing quality cement. They all have been ruined today. The Gorakhkali Rubber Udhog was producing quality tyres which were exported to Bangladesh and other South Asian countries. The Hetauda Textile Industry was producing standard cloths.

Many of the government-owned industries have been privatized saying that a government should not involve in business. As a result, a country moving towards an industrialized nation has been deindustrialized and turned into a country relying on imports. The government’s major portion of revenue is customs duty on goods imported from abroad. Now, the government has fallen into a trade trap that if the customs revenue is declined, it will miss the revenue targets. Therefore, the government is compelled to encourage imports rather than producing the same goods within the country.

The economy is the backbone of a nation. Revenue based on imports doesn’t strengthen the nation’s economy. Substituting imports and exporting our goods in the international market at competitive prices is the right path to economic prosperity. Kulman Ghishing, executive director of the Nepal Electricity Authority, and political leaders in the government are making big talks saying that they are able to export electricity to India. How much profit does Nepal earn from exports of electricity, they have not disclosed. We believe, Nepali consumers are paying a higher price for the electricity they consume than the amount the government receives from its exports. The nation could gain enormously if electricity is supplied to the industries at subsidized prices. The process of industrialization could be started if electricity supplied to the local industries rather than exporting it to other countries at a loss. India is the sole buyer of our electricity, therefore, at any time, India may stop importing electricity inspired by its vested political interests. To avoid such a trap also, Nepal should not rely on exports of electricity to India. Today, India is creating hurdles in importing cement produced in Nepal. In the same way, it may create a hurdle in importing electricity.

Not to forget, we saw People’s Movement 1 and People’s Movement 2, both sponsored by India to defunct Nepal, a nation emerging strongly. After India became successful in bringing political change to Nepal, it started spoiling important organs necessary for the nation. Today, India and the West are serving their vested interests by spoiling Nepal.

Let Nepali people become aware and change the present political system, which is not in the interests of Nepal and its people.  There is no ground left to trust the leaders of the day that they would make Nepal prosperous.

  • Disgusting!

    Disgusting!

One influential minister in the Koshi Province, Lilaballav Adhakari is under Police custody on the charge of human trafficking. Adhikari is alleged for carrying three Nepali nationals to Japan by producing fake documents. Adhikari, in the capacity of a minister, went to Japan carrying three Nepalis with the plan of reaching them to Japan for their illegal stay there. Each of them had paid one to 1.3 million rupees to some agents in Kathmandu to enter Japan. The Japanese immigration suspected them and after 48-hour detention at the airport, they were deported to Kathmandu. When an influential minister is involved in such human trafficking, it is disgusting.

Earlier, influential Nepali Congress and UML leaders were found involved in trafficking Nepali nationals under the cover of Bhutanese refugees to the USA. That was another episode of disgusting crime committed by abusing authority by influential political leaders.

The political leaders and government officials disposed of the government land in Baluatar by developing fake documents. Even the then prime ministers Madhav Kumar Nepal and Baburam Bhattarai were found involved in the case, however, they got a clean chit. Disposing of valuable government land is a serious crime, however, high-ranking leaders are getting clean chit and junior-level government officials are being convicted and punished.

Prime Minister K.P. Sharma Oli openly accepted valuable land in Kirtipur from the main person involved in the Lalitaniwas land scam in Baluatar, Min Bahadur Gurung to construct the UML headquarters. Morally and also legally, to accept such grant support from a businessman is against the nation’s law but Oli, who believes himself above the constitution, gave the clarification saying that had any political party constructed its headquarters without support from the businessmen!

Those political leaders enjoying power after the 1990 political change disposed of virtually all government undertakings by taking personal benefits. Now, the leaders are planning to dispose of the precious government land for their personal benefit.

The officials in the Commission for Investigation on Abuse of Authority (CIAA) say that the corruption level has increased at an alarming level. They say the corruption practice has reached down to the local bodies from Singhadurwar. The leaders laud about socialism but in practice, they are in a race to loot the nation. They are responsible for demolishing one after national organs and bases where the country stood as a sovereign and independent nation. Political leaders are brokering foreign powers and once they come to power, they rush to serve the foreigners’ vested interests. Thus, we have reached to the conclusion that the nation cannot run in such a manner. We have no hope at all with those self-centred leaders who are enjoying power turn by turn. The final conclusion is that yet another change is obvious.

Against the rules and regulations of the country, the cabinet meeting held on November 10 has decided to give an order for resuming electricity supply to the industries denying paying electricity bills used through an agreement under the dedicated and trunk lines.

Earlier, Prime Minister K.P. Sharma Oli had given oral order to Kulman Ghising, managing director of the Nepal Electricity Authority. When he asked for a written letter, from the government, the Minister for Energy and Water Resources, Deepak Khadka, denied giving a written letter. Now, the proposal has been endorsed by the cabinet meeting to escape any possible investigation on abuse of authority in future.

The NEA source says that the nation is going to lose seven billion rupees worth of revenue from the government’s decision.

Unfortunately, the general public is compelled to pay 25% of interest if delayed paying the electricity bill and after a certain time, the people face electricity cutoff but the industrialists get special favor from the “socialist” government!

Maybe, this is a deal done between the industrialists and the political parties in the government under the table!

    Gentleman agreement for Balkrishna Khand?

Former home minister Balkrishna Khand was released on bail from an order of the High Court. The case is on but NC President Sher Bahadur Deuba has used his power to make weak the case against Khand. Khand was arrested on the charge of being involved in sending Nepali nationals covered under the Bhutanese refugees to the USA. However, it is said that a gentleman agreement has been made among the political leaders to close their eyes on such mal-governance and corruption cases in which influential leaders are involved.

It is said that if all files related to corruption and abuse of authority are opened, 90% of leaders will face corruption charges.

    PKD’s American model

Nowadays, Maoist Center Chairman Pushpakamal is describing the beauty of the American system. The present model of the political system written by foreigners has failed in Nepal. Dahal himself believes, the political system has failed and he is going to carry the new agenda of a directly elected president prohibiting MPs from becoming ministers. Dahal has argued that such a modality would end corruption in the country. Maybe, Dahal is unaware that the American Presidential candidate is selected from a certain race of people and supported by the business tycoons. Others get no entry. Even the female leadership has been discarded in the American politics. Moreover, Dahal seems unaware of how much funds were collected by the presidential candidates! Furthermore, due to the presidential election, America has been divided into two parts. It may cause a serious situation in the USA.

In a Nepal-like country, a directly elected president could be more harmful as foreign powers invest in them and once a foreign candidate is elected, the person will serve the foreign powers rather than the Nepalis. Accordingly, the elected president can become an autocrat and kill democracy forever, mind it.

Is this practised in Nepal or in other countries also? Manufacturing companies can produce playing cards; they can be openly sold in shops; people can openly buy playing cards but they are prohibited from playing cards.

  • Compromise—Or else

    Compromise—Or else

Broadly, there are two conflicting versions of the pandemonium that broke on Thursday in the House of Representatives –- a government or mainly NC one and a UML perspective preventing discussion from even beginning on the royal address delivered as far back as September 19.

Such a state of affairs is most disconcerting but only natural given the dangerous polarization and the prevailing malodorous atmosphere of political intolerance that obtains in the land today, say non-partisan political observers.

On the one hand, they indicate that pro-government propagandists report that the eruption of violence in the House that day was the result of UML MPs resorting to such unparliamentary practices as surrounding the speaker, chanting slogans and breaking microphones.

  • The US is destabilizing Europe with the help of the Ukrainian crisis

The US is destabilizing Europe with the help of the Ukrainian crisis

    By Shristi Amatya

Despite pressure from the US, Hungary and a number of other countries continue to demonstrate to the international community that the language of ultimatums is unacceptable in the civilized world and is not a tool for developing mutually beneficial bilateral relations.

Against the backdrop of the Ukrainian conflict and the brewing crisis in Europe, the White House is making active attempts to lure Russia’s European partners, such as Hungary, to its side.

To this end, biased Western media outlets like the Atlantic are spreading theses aimed at discrediting bilateral relations, which, in their opinion, allow Russia to successfully resist the anti-Russian sanctions policy and conduct a strategic military operation.

In this regard, Washington, by shifting responsibility for unleashing the Ukrainian conflict onto Moscow, is seeking to convince the global audience of the undesirability of friendship with Russia. A new narrative is being created: “If you are friends with Russia, you support chaos.”  According to the US, it is Russia that is provoking “chaos” by protecting Russians in Donbass, defending its sovereignty and economic interests. At the same time, Washington and London, which want to weaken Europe for the sake of dollar stability, as well as inflict a strategic defeat on Moscow for the subsequent use of Russian resources, have nothing to do with the formation of global instability. At the same time, today the beneficiaries of the creation of European “chaos” are clearly visible. The EU military industry is experiencing difficulties against the backdrop of the United States imposing American weapons on its European “allies” as part of the “NATO unification”, due to which the capacities of Western military-industrial corporations are loaded with multi-billion dollar contracts. The fertile lands of Ukraine are divided between Western investors, and the country’s population is forcibly sent to the front.

  • Trump’s reappearance: what it means for South Asia?

Trump’s reappearance: what it means for South Asia?

    By Deepak Joshi Pokhrel

On November 4, the Presidential election of the United States of America elected the 47th U.S. President. The election was keenly observed by the global community, as its outcome plays a key role in shaping the global order—both economically and politically. The Republican Party candidate, Donald Trump, defeated his rival Kamala Harris of the Democratic Party becoming the 47th President of the USA. What was projected to be a neck-to-neck fight between Trump and Harris, the just concluded poll was nowhere as such. As a matter of fact, Trump outshined his contender Harris soon after the counting began.

Trump has made one of the historical comebacks in America’s political history. He has silenced his critics, who always view him as an outsider in American politics. His return will certainly play a significant role in the domestic and international political landscape. A leader who speaks his mind and is known for his ‘America-first’ approach, Trump’s historic win has sparked a debate in South Asia.

Immediately after his victory, there were growing voices among the people about what could be the political order in South Asia. The international media are presenting their own assumptions and speculations. Likewise, the experts have their own views and opinions. Similarly, the think tanks have their findings. This clearly illustrates that President-elect Trump, sooner or later, will pay attention to reshaping the political order in some South Asian countries, which hold strategic importance to America.

India, under the leadership of Modi, has several reasons to be delighted over Trump’s return to the White House. Trump, in his victory speech, said that he does not like wars and conflict. This is an indication that he will support India in fighting terrorism along the India-Pakistan border. He also said that he intends to build on his past relations with India, which include building trade ties and opening up more companies for India. The other area from which India may benefit is Trump’s stance on China. Trump, in his first tenure from 2016-2021, initiated a sort of cold war with China, imposing heavy tariffs on Chinese products. He was very vocal about introducing even stronger tariffs on Chinese goods, hinting at 100% tariffs on China.

Many experts say that this could provoke China to retaliate, leading to economic tensions between the two economic giants. It will open a window for India to capitalize on the situation, helping its economy grow further. However, this is not to say that India should solely rely on the US to restore peace along the India-China border. It should work independently to handle its border issues and diplomatic relations with China. Additionally, the Trump administration may continue to support India’s aspiration for a larger role on the global stage, including potential backing for a permanent seat on the United Nations Security Council.

In the recent past, China has been trying to expand its influence in the region, be it politically or economically. Through projects such as the Belt and Road Initiative, China has been leaving no stone unturned to reduce the West’s dominance. Trump is viewed as a person with a hard stance on China. His position could limit China’s ambition for political and economic influence in the region. Consequently, this could contribute to stability along the India-China border.

Apart from India, Trump’s victory has also had an impact on other South Asian countries, including Pakistan and Bangladesh, which have witnessed political turmoil in the recent past. Pakistan has witnessed the worst political upheaval in the recent past. In 2023, the then Prime Minister, Imran Khan, was arrested in charge of a number of cases that included allegations ranging from corruption to terrorism to rioting. The arrest triggered widespread protests demanding the release of cricketer-turned-politician Khan.

Khan said that it was politically motivated to point his fingers at the West. He alleged that the West plotted the conspiracy to remove him from the government because of his refusal to stand with Washington on issues against Russia and China. Now, Pakistan’s speculate that Trump’s return to power could lead to diplomatic support for the release of Khan. No doubt, under Trump’s administration, the US-Pakistan saw notable engagement with Trump’s South Asian policy sometimes aligning with Khan’s approach. But this should not be taken into consideration that Trump’s victory will affect the political future of Khan.

Just recently, Bangladesh experienced a political upheaval that forced the then Prime Minister, Sheikh Hasina, to flee her country and take shelter in the neighboring country, India. The new caretaker government, under the leadership of Muhammad Yunus, the Noble Peace Laureate, was formed. The media report says that Yunus has been a longtime foe of now-exiled Hasina. It also says that Yunus has very close ties and relationships with Democrats in the US. Yunus’ journey with Democrats began when Hillary Clinton met him through his former American wife in the United States.

Because of his proximity to the Democrats in the US, Yunus is politically vulnerable. During the election campaign, Trump had assured the Hindu Americans that his government would exert pressure on the Bangladesh government to ensure the safety of religious minorities. This means Trump could extend his support in bringing Sheikh Hasina, who is a close ally of India, to power to translate his word into action.

Trump will assume the office on 20 January 2025. He has promised to settle many issues, including the ongoing Russia-Ukraine war, ending Obamacare, and beginning deportation of migrants.

  • MCC and President Trump

    MCC and President Trump

    By Nirmal P. Acharya

Donald J. Trump has been elected the next President of the US. But no president will save America because it has been completely ruined by hyper-financialized capitalism.

The evilest thing about finance is that it adds value without labor. Once a country is financialized, it is obsessed with making money through finance, like a drug addiction. Industries are gradually transferred to other countries, sliding irreversibly towards the hollowing out of manufacturing. Slowly the financialized state is failing, and it is getting closer and closer to collapse.

Here is the story of financialization in the US. The two World Wars not only helped the US get out of the domestic crisis but also allowed the military industry capital of the US to grow and dominate American politics from the 1940s to the 1970s, which is what Eisenhower called the “military-industrial complex”. The failure of the Korean War and the Vietnam War greatly weakened the ability of the US to wage war independently. Since Nixon’s era, the capital that dominated the US has transferred to finance, and the military capital has given way to financial capital. During the Reagan era, the collapse of the Soviet Union and China’s reform and opening up accelerated the strong rise of American finance, and the barrier-free American financial capital was quickly transferred to and replaced by “usury” capital.

Since then, the US has entered the stage of hollowing out of the real economy and serious polarization of the domestic people. After the defeat of the Iraq War, the “Democratic Party” representing the interests of usurer capital has increasingly lost its domestic public opinion base in the US, which led to Trump’s victory in the election in November 2024. From this moment on, the US will strive to return to the era when military-industrial capital dominated American politics. But the return might not be destined to succeed.

After World War II, military-industrial capital ruled the US against China and the Soviet Union; The Korean War and the Vietnam War. With Trump in the White House, the US will once again enter the military-industrial dollar era, military capital will dominate the US economy and diplomacy, and the employment rate of the US military industry and related industries will rise sharply. But the military market is the battlefield. At present, the US can only target rivals China and Russia. That is to say, the US, which has achieved the hollowing out of manufacturing, has much less chance of playing military with the alliance of China and Russia, the world’s largest industrial country and largest resource country, than playing financial with the Sino-Russian alliance.

I can’t help but be intrigued by the MCC’s mission and destiny under the Trump presidency.
