Kathmandu, Sept 4: The dissident faction of the Nepali Congress (NC) has decided to hold a separate 15th General Convention in Kathmandu from December 7 to 9.
The decision comes after the party establishment faction already published its schedule for the 15th General Convention. The establishment faction plans to begin ward-level conventions on September 9 and complete the general convention by October 5.
A meeting of the dissident faction’s General Convention Preparation Committee, chaired by Dr. Shashank Koirala, began on August 30 at the group’s liaison office in Chundevi and finalized the dates and schedule.
According to the schedule, ward conventions will be held on October 1, followed by local-level conventions on October 6, provincial and House of Representatives constituency conventions on October 9, and district conventions on October 31. The provincial convention will be held on November 20.
The convention schedule for Rasuwa, Nuwakot and Dhading—districts affected by flooding in the Bhotekoshi River—will be announced later.
Koirala given responsibility for forming committees
The meeting assigned Koirala responsibility for forming the Central Election Committee, Active Membership Review and Management Committee, Statute Amendment Committee and Disciplinary Committee required to conduct the convention.
He was also given responsibility for forming ad hoc committees for the Nepal Students’ Union, Nepal Tarun Dal, Nepal Dalit Association, Indigenous Nationalities Federation, Nepal Cultural Association and other sister and affiliated organizations.
Active memberships to be finalized by September 26
The dissident faction has decided to finalize and distribute new active memberships by September 26. Members who participated in the 14th General Convention and renewed their memberships and submitted forms by December 25, 2025, will be eligible to participate in the 15th General Convention. In case of disputes over active membership, the decision of the Membership Review and Management Committee will be final.
The Central Election Committee will deploy election and polling officers across all seven provinces, 77 districts, House of Representatives and provincial assembly constituencies, municipalities and wards.
The faction has also decided to begin collecting and selecting names of aspiring candidates for provincial and local elections, including candidates for rural municipality, municipality, sub-metropolitan and metropolitan heads and deputies, as well as ward chairs and members.
The group will celebrate the 113th birth anniversary of BP Koirala in Bhaktapur on September 9. A management committee headed by Nepali Congress Bhaktapur District President Durlabh Thapa has been formed to organize the event.
The next meeting of the General Convention Preparation Committee will be held at 1 p.m. on September 11 at Chundevi, said Deepak Prasad Kuinkel, coordinator of the Secretariat Coordination Committee.
