Kathmandu, May 11: The government is set to present its annual policy and programme today. President Ram Chandra Paudel will unveil the document during a joint session of the Federal Parliament scheduled for 4 pm.
Before the joint session, separate meetings of the National Assembly and the House of Representatives will convene at 2 pm. The Cabinet meeting held last Friday had decided that the President would address Parliament on May 11, today.
In previous years, the policy and programme were usually presented after pre-budget discussions. Last year, however, the pre-budget discussion took place only after the policy and programme had been unveiled. Because apparently, even parliamentary scheduling enjoys improvisation now.
Under the Constitution, the government must present the national budget on May 29 (Jestha 15). The policy and programme and pre-budget discussions will be completed before the budget announcement.
