
Kathmandu, March 27: Former Home Minister Ramesh Lekhak has also been arrested, police confirmed. He was taken into custody from his residence in Katunje, Bhaktapur.
The arrests follow a Cabinet decision by the newly formed government to implement the report prepared by the commission led by Gauri Bahadur Karki.
Home Minister Sudan Gurung held a series of late-night meetings with security chiefs. Police had requested a formal written order from the government.
Around midnight, the Legal Secretary was summoned to police headquarters in Naxal. After consultations failed to produce immediate consensus, he prepared the written order, following which police issued emergency arrest warrants.
The commission had investigated the crackdown on the Gen Z protests held on September 9 and 10 and submitted its report to the interim government led by Sushila Karki.
Although the decision to make the report public had been taken, the government has not officially released it. However, portions of the report have already appeared in the media.
The report recommends criminal investigations against Oli, Lekhak, and former police chief Khapung under Sections 181 and 182 of the National Penal Code, which deal with negligent and reckless actions leading to death.
The new government’s first Cabinet meeting on Friday decided to immediately implement these recommendations. Following that decision, Home Minister Gurung remained in continuous consultation with security officials late into the night, eventually leading to the arrests.
