The constitution that was promulgated in 2015 is nonfunctional. It is nonfunctional as it doesn’t suit Nepali soil. It is not functional as it is not written by local constitutional experts but written by those allies of the 12-point Delhi agreement in the Indo-West interests. In fact, the Indians, or say, the present establishment under Narendra Modi, have not recognized the present constitution. The fact is that the Indians, who had solely sponsored the 2006 people’s movement, had wished for their ownership of the Nepali constitution but the Nepali leaders undermined the Indians while promulgating the constitution. Indian Prime Minister Narendra Modi had sent his special envoy, who is now the foreign minister of India, S. Jaishankar, for postponing the promulgation date of the constitution for the time being. When the constitution was promulgated, angry Indians imposed an economic blockade against Nepal. To date, the Indians have not recognized the Nepali constitution.
In Nepal also, the country was divided in accepting the constitution promulgated through a conspiracy and neglecting the voice of the majority of the population. The majority of the Nepali population had no plan to remove the institution of monarchy and Hindu status and introduce different provinces in Nepal like a tiny country. When the constitution was promulgated in Kathmandu, half of the country was in agitation. We saw a bloodbath and sacrifice of life by many people. Nevertheless, those foreign puppet leaders, who personally benefitted from the Western agencies, imposed the constitution forcefully. Therefore, from day one of the promulgation of the constitution, it became controversial. If those foreign puppet leaders try to continue the present constitution, a deadly accident is obvious. To avoid such an accident, the constitution must be disposed and the 1990 constitution should be restored by giving space to all the sectors in society.
Always, we have been saying that the present constitution would destroy this peaceful country. This has been proved. Now, none other than lawmaker Khimlal Devkota, a legal expert and the leader of the Maoist Center has remarked on reducing the number of MPs in the federal parliament and members of the provincial councils. He still hopes for the continuation of the present constitution through an amendment by reducing the size of the parliament and assemblies. Moreover, those, known to be the people serving the Indo-West interests, such as Damannath Dhungana, Nilambar Acharya, and Kalyan Shrestha, among others, are voicing for amendment of the constitution. Maybe, they saw that the present constitution imposed by the foreign forces cannot function. Therefore, they wanted to amend the constitution and continue it. They have not explained what type of amendment is needed in the constitution. We believe federalism, secularism and republicanism are the major obstacles to the functioning of the constitution. Presently, the country has been ruined economically. It is because of the absence of a patriotic ideology. Politics and the economy are interrelated. The foreign puppet leaders destroyed the Nepali economy which was strengthened, protected and preserved by the Nepali kings. Today, Nepal, a country exporting agro-products, has become the country exporting youths to the Gulf countries. Remittance has become the major source of earning foreign currency. The economy has already collapsed and reached the stage where the government needed to take loans to distribute salaries and allowances for the government servicemen. The finance minister is found requesting the donor countries and international financial institutions for increasing the grant amount and providing soft loans to Nepal.
How long will the government run the system by borrowing loans from foreign countries? The only remedy for the present crisis is reducing non-productive sector expenditure or say reducing the increased expenditure for the functioning of the federal structures. There is no way out except scrapping the system to save the nation.
