Maoist Center chair Pushpakamal Dahal Prachanda is a good artist who can perform different roles at once. On MCC accord also, he has exhibited different roles. During the alliance meeting, he permitted tabling the MCC in Parliament meeting. During the tabling of the MCC in Parliament, his party’s chief whip Dev Gurung condemned MCC. The MCC proposal had to be presented by Finance Minister Janardan Sharma but he remained absent. Prachanda’s party cadres were collecting cement blocks by destroying recently constructed footpaths and pelting stones to the security personnel.
Later, he tweeted denouncing the security personnel for using force and injuring demonstrators and informed that his party was not going to vote for the MCC in Parliament. However, he expressed the belief that the five-party alliance will not break.
No electronic voting
The government had prescribed for introducing electronic voting during the local elections, however, the Election Commission officials have rejected the plan as they could miss the procurement commission from ballot paper to the stamp and printing cost of the ballots.
Electronic voting could reduce a big portion of expenditure from purchasing the paper, its printing cost and also sending them to the voting booths. Moreover, it could reduce the vote-counting time.
Local computer programme developers have already developed voting programmes especially targeting elections. During the last general elections, in one electoral constituency in Kathmandu, electrical voting was introduced on an experimental basis. Likewise, during the UML party election, electronic voting was conducted successfully. Let them dance when they get a chance!
Cholendra is still a problem
Suspended chief justice Chholendra Shumsher Rana has wished to face the House after the MPs filed an impeachment proposal against him.
If UML will not support the impeachment proposal, the existing number in the ruling parties is not enough to manage a two-thirds majority. Without managing a two-thirds majority, the impeachment proposal against Rana cannot be endorsed by Parliament. Still, if Rana will not tender resignation, the Supreme Court should wait for ten months to get a new chief justice. If the impeachment proposal against Rana will not be adopted by Parliament, Rana can return to the Court again. However, the present Parliament may postpone the issue of impeachment and in the meantime, the tenure of the present Parliament is going to be over. So far, Deepak Kumar Karki, the acting chief justice may lead the SC for the time being but he is also going to get retirement along with Rana.
