CPN-UML chairman KP Oli has exhibited his more autocratic attitude after the party’s 10th general convention, which he used to sideline his critics like Bhim Rawal and Tanka Karki.
His autocratic nature was exposed during the formation of the politburo, nomination of central and standing committee members and in fixing party hierarchy.
He gave priority to newcomers including those who joined UML by deserting the Maoist Centre and controversial persons like Durga Prasain in the nomination of the central committee. He picked Prasai, the controversial owner of B&C hospital of Jhapa, leaving senior leader Naresh Kharel jobless. Even he gave more importance to Ram Bahadur Thapa Badal than Subas Nembang in the party hierarchy.
Moreover, he appointed Rawal as an advisor to the party without consulting with him.
The situation in the UML is such that the leaders who worked hard to build the party in the past are not given any responsibility but those who joined the party with the sole goal of winning elections were given important responsibilities. This has irked the party rank, which could be exploded any time in the near future.
House remains non-functional
A year has elapsed since KP Oli of the CPN-UML dissolved the House of Representatives with an intention of suppressing his opponents in the party and capturing the state mechanism. Although the Supreme Court reinstated the House twice terming the dissolution unconstitutional, Oli and his party has been regularly obstructing the House stating that Speaker Agni Sapkota did not expel its 14 lawmakers including Madhav Kumar Nepal. Oli wants to exhibit his decision for the dissolution of the House was appropriate.
Oli and his party believe that the Court decision was biased, therefore, he has demanded ousting of all five SC judges in the constitutional bench which had given a verdict to reinstate the House and assignment of Sher Bahadur Deuba by violating the constitutional norms. UML wants to make the parliament dysfunctional only to prove that its dissolution was the right move.
The party has demanded either resignation of the speaker or action against the 10 MPs as per the existing laws for resumption of the House session.
Because of regular obstruction, the HoR has been unable to make important laws over the months. Several bills are pending in the House, but the UML has not allowed the House to discuss the bills.
Oli fears my presence in Parliament: Nepal
Chairman of the CPN (Unified Socialist) Madhav Kumar Nepal has said that CPN-UML chairman KP Sharma Oli was frightened to see him in Parliament.
Addressing a Gandaki provincial-level training organised by the CPN (Unified Socialist) in Pokhara on Tuesday, Nepal said, “Oli gets frightened whenever he sees me in the Parliament. That is why my presence in Parliament is indispensable.”
Chairman Nepal said that since UML had declared his party as the first enemy, his party also considered UML as the main rival.
Nepal accused UML of acting against the supremacy of the Constitution and parliamentary norms by obstructing the parliament proceedings. “UML has insulted the court and the Election Commission.”
Chairman Nepal pledged their support to Speaker Agni Sapkota.
In another context, Nepal said they were compelled to form the five-party alliance to check oligarchy (Oli tantra).
They rebelled against Oli’s tendency after autocracy was imposed individually, not collectively, said Nepal.
“We have arrived at the current situation by taking bold steps according to law to save the communist movement by revolting against the UML, which was submerged in individualistic tendencies and factionalism,” he said.
