With shunning violence by signing a three-point pact with the government last week, the Netra Bikram Chand-led Communist Party of Nepal (CPN) has said that it would hold talks with nationalist forces, including pro-monarchists.
The group joined peaceful politics by inking the agreement on Thursday. On Friday, Prime Minister KP Sharma Oli and Biplav addressed the agreement signing ceremony held at the City Hall.
The talks between the government and the group succeeded after the CPN agreed to shun violence and showed readiness to conduct all their political activities peacefully. The government also lifted the ban imposed on the party and decided to release their cadres from the prisons and withdrew cases file against its cadres and leader. Surprisingly, the agreement is silent about weapons possessed by the group.
Talk teams consisting of Minister for Home Affairs Ram Bahadur Thapa Badal and Prime Minister’s Foreign Affairs Advisor Dr Rajan Bhattarai representing the government, and CPN’s spokesperson Khadga Bahadur Bishwakarma ‘Prakanda’ and the central committee member Udaya Chalaune ‘Deepak’ representing the outlawed party signed the agreement at the Prime Minister’s official residence in Baluwatar.
The government on March 12, 2019, had imposed restriction to conduct any activity after their movement went violent since a bomb was detonated in front of Ncell main entrance gate in Nakhu of Lalitpur on February 22, 2019, in which a man was killed and two others were injured.
Biplav who began his political career during his Bachelor’s level study as a student leader was active in the then armed insurgency (People’s Movement) since 1996-2006 along with Pushpa Kamal Dahal Prachanda and Ram Bahadur Thapa Badal. As the war ended signing CPA in 2006, then the party joined the peace process, but several rifts started between the party leaders. As result, Biplav and another Maoist leader Mohan Baidya parted ways from the Prachanda-led party. But, in 2014, another rift came between Baidya and Biplav. After that, he again separated from the CPN-Maoist led by Baidya to form the Communist Party of Nepal (CPN) on November 24, 2014.
On October 23, 2017, his party announced to boycott and opposed the parliamentary and provincial elections that held on November 26, and December 7, 2017. When the party began to give priority to violent movement, on February 22, 2019, detonated a bomb in the Nakhu-based Ncell office killing a man and leaving two others injured. Since, then, the government on March 12, 2019, the government outlawed the group.
Leaders of the group have already started touring the country. The opposition to federalism has been one of the issues they are raising in their addresses.
