Kathmandu, Sept 23: The Nepali Congress (NC) will hold conventions at the municipality and rural municipality levels across the country on Wednesday, September 23, as part of its 15th general convention.
The convention process formally began with ward meetings on September 19. The party’s Central Election Committee said leadership elections had been completed peacefully in most wards and expected Wednesday’s conventions to proceed smoothly.
Despite floods and landslides, ward conventions were held in all wards of Nuwakot and Dhading on Tuesday, the committee said. Conventions were also completed in the remaining wards of Siraha, Saptari, Sarlahi and Parsa in Madhesh Province.
The conventions in Rasuwa, which suffered extensive loss of life and property in the floods and landslides, will take place a few days later, committee member secretary Raju Katuwal said.
The committee said some membership lists took longer to finalise after the party decided to include active members whose memberships had been renewed by Poush 21, 2082. Katuwal said the delay arose from processing records across the country and was not caused by a political dispute.
Under the party’s new statute and election guidelines, each local convention will elect five office bearers: a chairperson, two vice chairpersons including one woman, a secretary and a joint secretary. The chairperson will appoint a treasurer from among the elected committee members.
Each ward will elect one woman and one open-category member to the local committee. The youth category will elect one woman and two open-category members, while the Dalit community will elect one woman and one open-category member.
Additional members may be appointed to make the committees more inclusive: seven in a rural municipality, nine in a municipality, 11 in a sub-metropolitan city and 13 in a metropolitan city. Communities that did not gain representation through the election must receive priority in those appointments.
