Kathmandu, September 16: The Cabinet meeting held today decided to approve the Rules on Simplification and Digitalisation of the Government Decision-Making Process, 2083. Announcing the Cabinet decisions, government spokesperson Sasmita Pokhrel provided information about important decisions taken by various ministries.
On the proposal of the Ministry of Finance, the advance tax rate on gains derived from the disposal of interests in entities listed on the Nepal Stock Exchange has been reduced. For individuals, an advance tax of 3.5 percent will be levied on gains from interests held for more than 365 days, while a 5 percent advance tax will apply to gains from interests held for 365 days or less.
Previously, an advance tax of 7.5 percent was imposed on gains from interests held for more than 365 days, and 10 percent on gains from interests held for 365 days or less.
The meeting also decided to promote Thagendra Kattel, Ram Prasad Bhattarai and Baburam Dahal, gazetted first-class officers of the judicial group of the Nepal Judicial Service, to the gazetted special class.
Similarly, the Cabinet decided to issue an order authorising a Saudi lawyer to act under a power of attorney to initiate legal proceedings concerning insurance compensation for Nepali citizens who died or were injured in Saudi Arabia, and to facilitate the process of obtaining insurance compensation.
On the proposal of the Ministry of Land Management, the Cabinet also decided to approve the Operating Procedure for the Cyclical Relief Fund, 2083. It further decided to promote Kali Prasad Parajuli, joint secretary of the Nepal Administration Service, to the position of secretary in the gazetted special class.
The government said it has begun preparations to provide temporary housing for citizens who have been rendered homeless by the recent floods. According to government spokesperson Pokhrel, work is under way to relocate flood victims currently staying at holding centres to temporary housing.
He said the Ministry of Land Management has begun searching for suitable land where citizens whose houses and land have been completely destroyed could potentially be relocated.
The government also said that the Ministry of Health is providing free medical treatment to flood-affected citizens.
The Ministry of Education and Sports is coordinating with the local levels of Nuwakot and Rasuwa affected by the floods to collect details of children who have lost their parents.
According to Pokhrel, preparations are under way to provide residential education with full scholarships to children who have lost either both parents or one parent due to the floods. He said the concerned local-level units have been asked to provide details of such children so that the ministry can assume full responsibility for them.
He also said that the Ministry of Women, Children and Senior Citizens is carrying out necessary work to take responsibility for women and children who have lost their parents.
As classes at schools have been disrupted by floods and landslides, the government has brought temporary learning centres into operation. The temporary learning centres have been established to ensure continuity of education for students from damaged schools.
The government said that it is collecting the necessary details and records for the reconstruction of damaged schools. Spokesperson Pokhrel said arrangements are being made to transfer students who need to be moved immediately to nearby schools, to make necessary arrangements for students who need to be brought to Kathmandu, and to collect details of students who may need to be transferred to institutional schools.
