In what is a blatant election ploy, Prime Minister Girija Prasad Koirala has begun vigorously doling out some sweeteners to voters in anticipation of increasingly disenchanted elections. The forthcoming local elections are generally perceived as a referendum on Koirala, who has been wielding more power than even his own Nepali Congress Party intended to allow. However, Koirala will also have to take responsibility for any likely poll debacle on account of his government’s dismal performance in the last eleven months.
