Chiefs of five ruling parties ink seven-point deal, Madhav Nepal to become PM for 15 months

Eight days after signing an eight-point agreement, chiefs of the five political parties of the present ruling coalition signed another seven-point agreement, obviously to meet the demands put forth by Madhav Kumar Nepal, chairman of the CPN (Unified Socialist), on Tuesday.

Nepal Communist Party (UML), Nepal Communist Party (Maoist Centre), Rastriya Swatantra Party, Janata Samajwadi Party-Nepal, and Nepal Communist Party (Unified Socialist) inked the agreement after Nepal sought written commitment before the NA chair election and Prime Minister Pushpa Kamal Dahal sought a vote of confidence.

Earlier on March 4, party chiefs of four ruling political parties inked a similar agreement.

However, the CPN (Unified Socialist) had not joined the coalition then and it was signed only by chiefs of four parties—KP Sharma Oli of the CPN-UML, Pushpa Kamal Dahal ‘Prachanda’ of the CPN (Maoist Centre), Rabi Lamichhane of the Rastriya Swatantra Party and Upendra Yadav of JSP-N.

The leaders of the CPN (Unified Socialist) had demanded in writing that their party was part of the coalition. As a result, the new joint statement adding the signature of CPN (Unified Socialist) chairman Madhav Kumar Nepal was released on Tuesday.

As the new statement omitted the agenda of the election of the vice chair of the NA, it is widely speculated that Dahal and Oli agreed to give the post to Madhav Nepal’s party.

Likewise, the CPN (Unified Socialist) has claimed for a Chief Minister, the three might have agreed to give the post of CM to Nepal’s party although the statement is silent about this.

Moreover, it is suspected that Oli and Dahal in the new agreement agreed to make Nepal Prime Minister for 15 months. Now the existing House will exist for 45 months and Dahal, Nepal and Oli will become each the PM for 15 months. In the previous coalition, Dahal, Nepal and Sher Bahadur Deuba had agreed to make Nepal PM for a year.

A social site status by UML leader Gokul Baskota supports this speculation because he has written ‘they have agreed to make Nepal PM for 15 months on interests and concerns above individual agendas.

Key highlights of the agreement included the reconstitution of the government under the leadership of Prime Minister and Chairman of CPN (Maoist Centre), Pushpa Kamal Dahal ‘Prachanda’, with the inclusion of the Nepal Communist Party (Unified Socialist). Additionally, the alliance pledged support for the candidate of CPN (Maoist Centre) for the vacant post of Chairperson of the National Assembly.

As per the agreement, the party of the Madhav Nepal voted for Narayan Dahal, the common candidate of the ruling parties for the post of the NA chair, and gave the vote of confidence to PM Dahal on Wednesday.
