The Institute of Foreign Affairs, under HMG’s Ministry of Foreign Affairs, was quietly, almost surreptitiously, launched, on December 14 in the form of a talk programme it organized entitled “Nepal’s Foreign Policy And Its New Dimensions” which was inaugurated by Prime Minister (and Foreign Minister) Girija Prasad Koirala at a Kathmandu hotel.
The prime minister’s inaugural address was expected to indicate where the “new dimensions” of Nepal’s foreign policy might possibly lie.
