Kathmandu, November 4: The Minister representing the UML, Rambahadur Ranamagar, has tendered his resignation after Chief Minister Kedar Karki included two ministers—one each from the Maoist Center and Unified Socialist – in his cabinet on Friday.
UML was putting pressure on the chief minister for a government represented by the UML and NC only. By discarding the UML pressure, Chief Minister Karki decided to include parties in a coalition in the federal government in his cabinet. Karki had included two ministers from the parties in the central coalition government.
After Karki expanded his cabinet, UML announced its decision to quit the government, saying that the party was not interested in joining the government of the coalition parties in the centre.
Karki, an NC leader, had become the chief minister with the support of the UML, however, he betrayed the party which rewarded him with the present post.
Will the government retain?:
Chief Minister Rohhit Karki has already bagged the vote of confidence. In general, none of the parties can register a no-confidence motion against Karki at least for two years. However, if Karki fails to approve the budget from the Provincial Council, on moral grounds, he has to tender his resignation. Going through the number game, the central coalition partners have a strength of 46 votes.
If RPP which has six seats, does not cast a vote in favor of the government, the budget cannot be passed by the Provincial Assembly. In that case, Karki should tender his resignation.
Meanwhile, constitutional expert Bipin Adhikari believes that once a major party withdraws its support to the government, the latter should face a vote of confidence again.
Again, there has been seen constitutional dilemma in Koshi Province politics.
