CIAA needs to be made autonomous to control corruption

There is a Commission for the Investigation of the Abuse of Authority (CIAA), a constitutional body to control corruption activities in the country. However, corruption has always been thriving. We get to hear the arrest of corrupt civil servants and local-level representatives almost every day. The CIAA files cases of corruption every day at the Supreme Court after being dissatisfied with the verdict of the Special Court.

Moreover, CIAA does not dare to investigate big corruption scams. It is because it is not made a fully autonomous body. It has been functioning under the Prime Minister since KP Oil brought it under him in 2018 with the intention of centralising power.

Sher Bahadur Deuba and Pushpa Kamal Dahal who succeeded Oli had not made any corrections to make it truly an autonomous body.

When the CIAA is under the PM, it does not file cases or arrest individuals close to the PM and those who receive protection from the PM and the ruling parties.

Indeed, thriving corruption has been the biggest problem in Nepal. The development projects get delayed or do not produce the desired results because of corruption. Curbing corruption is, therefore, the first requisite to expedite development activities in the country and for that, the graft body should be made autonomous.
