After a temporary interim order of the Supreme Court issued on Thursday last week invalidated the vote of confidence garnered by Chief Minister of the Koshi Province Uddav Thapa, the fate of the Provincial Assembly has become uncertain.
Although no political party wants to go for a mid-term poll now, there is no chance of forming a majority government in the province.
Although rumours have it that Prime Minister Pushpa Kamal Dahal have convinced the RPP to support the formation of a new government in Koshi, RPP chair Rajendra Lingden refuted that stating that the chance of supporting the Koshi government is now over.
Also, how the political parties resort to dirty politics was revealed in Koshi this time.
When the Deputy Speaker left for Kathmandu after calling the meeting, other senior leaders of the UML and the RPP who were to preside over the meeting took a leave, leaving no option for the ruling NC and the Maoist Centre to have an assembly member from within their party to preside the meeting.
The ruling parties have 47 members in the 93-member Koshi Provincial Assembly while the opposition UML and RPP have 46. As such, when an assembly member from NC chairs the meeting, Chief Minister Thapa will not be able to garner majority votes (47). Ultimately Israel Ansari of NC who chaired the meeting, voted in favour of CM Thapa, which the Supreme Court termed as unconstitutional.
The bench has fixed September 1 for the full hearing of the case where both sides of the conflicting parties shall participate in the pleadings before the division bench. Till then, CM Thapa is barred from making any long-term decisions.
If the interim order gets continued, Thapa has to step down paving the way for Hikmat Karki of the UML to form a minority government
