Believe it or not, financially, federalism has become unsuccessful. The government expenditure has increased tremendously on the general sector or say functioning of the new structures – seven provinces and 753 local bodies. Mostly, the expenditure includes salaries and allowances for those people’s representatives. This year, the government is raising domestic and foreign debts just to manage salaries and allowances for government service holders. Those senior citizens are receiving four thousand rupees as the senior citizen allowance.
The government has decided to cut off around 32 billion rupees worth of grant support to the provinces and local bodies as it failed to manage the fund.
For a sound and prosperous economy, the percentage of capital expenditure should be higher than the general sector expenditure. The situation in Nepal is just adverse. Those political leaders, who were involved in writing the present constitution, have understood the fact that federalism has failed and it will be very costly to continue this system for the nation. However, they don’t want to accept that they have failed.
Bankruptcy
The government is unable to pay around 80 billion rupees worth payment of the construction contractors. The government is needed to pay around 10 billion rupees as a pension for retired teachers. Around 10 billion rupees the government has to pay civil servicemen’s pension. The government has to pay around five billion rupees as social security allowance. Around 20 billion rupees should be managed to payback debts and interests. In total, there is a deficit account of the government is 120 billion rupees. Moreover, one billion rupees that Prime Minister Pushpakamal Dahal has decided to distribute to the physically unfit PLAs.
