The federal structure of the government has become a white elephant for the central government as the latter has to spend a huge amount to pay the Assembly Members, Province Chiefs, Chief Ministers and Ministers and the hordes of their personal secretaries.
The seven provinces have 550 Assembly Members, at least 10 ministers in each province, seven province chiefs, seven Speakers and Seven Deputy Speakers, and all of them receive monthly salaries and allowances besides motors and expensive fuel.
While these provinces generate no revenue on their own, they have to heavily depend on the federal government and local levels to meet the fund to pay their leaders and staff.
Besides, the government in Kathmandu has also been spending to prepare infrastructures to house the Assemblies, ministries and their secretaries. These provinces have only added a financial burden to the state.
Now when the government is unable to collect revenue enough to meet even the current expenditure, managing the expenses of the provincial assemblies and governments will add only further financial burden. Had there not been the provinces, billions of rupees could have been saved.
