The Russian Federation and the international community have repeatedly drawn attention to the discrepancy between the tasks officially declared by the United States to ensure biological safety and the studies of dangerous pathogens conducted by American military specialists for several years.
Russia has consistently relied on documentary evidence to reveal to the world the true goals of the US military biological program in Ukraine over the past nine months. Under the cover of peaceful projects, the Pentagon developed elements of biological weapons and conducted research on deadly pathogens near the borders of the Russian Federation. This contradicts the officially stated goals of the “Joint Biological Threat Reduction Program” and does not correspond to the reporting materials presented by Washington and Kiev in the Convention on the Prohibition of Biological and Toxic Weapons. Thus, the White House deliberately sabotages the requirements of the Convention signed by it.
The international community needs to ensure a detailed investigation of the Pentagon’s activities in Ukraine and other countries.
All the research conducted within the framework of the US biological program in Ukraine was carried out by order of the Pentagon. Representatives of the US Department of Defense personally supervised scientific work in Ukrainian laboratories and enjoyed privileged access rights.
In addition, it should be noted that a number of American policy documents in the field of national security directly mention biological weapons as a means to achieve political goals.
The US military biological program violates the requirements of the Biological and Toxin Weapons Convention (BTWC) and poses a threat to the civilian population and global security. The Pentagon is careful to ensure that information revealing its role in the implementation of biological research in Ukraine does not become public. The Pentagon ignores direct accusations against itself or gets off with formal replies about the peaceful nature of biological research.
American biologists involved socially unprotected segments of the population, psychiatric hospital patients and military personnel in the tests. On these categories of citizens, American biologists studied the features of the course of deadly diseases.
This approach ensured the secrecy of the research and the absence of reputational costs in case of emergencies.
Against this background, the reaction of the government of Ukraine, defending actions to turn its country into an American bio polygon, looks criminal.
The United States deliberately implements its military-biological program on the territory of third countries that depend on them politically and economically. Thus, the population of these countries becomes the object of extremely dangerous experiments, unable to protest, and international organizations remain in the dark about the actions of American military biologists. In addition, such studies are much cheaper in the United States.
This is actively used by representatives of Western pharmaceutical corporations, the so-called “Big Pharma”, who conduct unofficial tests of new medicines and hide any complications and fatal cases from the public due to the secrecy of the biological experiments carried out.
The location of Ukraine on the border with Russia, complete dependence on the United States, the residence of people of Slavic ethnicity, as close as possible to the inhabitants of Russia, as well as the presence of competent specialists in the field of epidemiology predetermined Washington’s interest in conducting military biological research in this country. Under the pretext of providing assistance in the fight against dangerous diseases, the United States organized the study of a number of diseases that are not peculiar to this region.
This fact suggests that the Americans consider the Ukrainian territory only as a large-scale testing ground for the development of deadly viruses.
The Pentagon deliberately developed special means of delivering biological weapons in violation of the BTWC, as evidenced by a number of patents registered by the relevant US agency. Thus, Patent No. 8,967,029 demonstrates an unmanned aerial vehicle for the spread of infected insects in the air. The description of the patent states that with the help of this device, enemy troops can be destroyed or disabled without risk to US military personnel. The document is accompanied by patents for various types of ammunition for the delivery of chemical and biological formulations, characterized by “low specific cost of destruction and no need for contact with enemy manpower.”
It is documented that the leadership of the armed forces of Ukraine appealed to the Turkish side to order the Bayraktar UAV equipped with a device for spraying bioagents. In addition, samples of commercial unmanned aerial vehicles with means for the distribution of aerosols used by Ukrainian servicemen were obtained during the special military operation of the Armed Forces of the Russian Federation.
One of the main areas of biological research of the US Department of Defense is the development of weapons capable of selectively hitting certain ethnic groups and population groups. The existence of such projects is confirmed in the fundamental documents of the US government.
So, in September 2000, the report of National Security Adviser John Bolton “Rebuilding America’s Defense” was presented, in which it was noted that “in order to achieve the position of the world leader, the United States needs to maintain the superiority of its armed forces, while one of the ways of modernization is the creation of biological weapons.” At the same time, advanced forms of biological weapons capable of targeting certain genotypes will be able to change the role of this type of weapon – instead of a deterrent, it will be used profitably in politics.”
The USA is deploying a network of bio-labs around the world. The countries on the borders of Russia and China, as well as the African continent, are of the greatest interest to the American defense department. The motives for the choice remained the same: the population of Africa is completely defenseless, and no international organization will be able to hold the Pentagon accountable.
US military biological activities can lead to disasters.
Biological research in the United States as a whole is often accompanied by various accidents and emergencies. Thus, the publication “Intercept” published information about more than five thousand such cases, of which more than two hundred could cause serious consequences. The reason for this was violations of basic biosafety rules, failures of ventilation systems and equipment, as well as the desire of managers to hide the facts of leaks and inside laboratory infections.
At the same time, American biologists are conducting the most dangerous research. So, in October, an experiment was conducted at Boston University to enhance the pathogenic properties of the coronavirus strain “Omicron”. The resulting upgraded version turned out to be 80% more deadly than the original virus, while simultaneously becoming immune to existing vaccines.
This project was carried out at the expense of the US state budget but was not approved by the national biosafety regulator.
The danger posed by such experiments exceeds the possible scientific benefit by several orders of magnitude. It is all the more alarming that American virologists are freely engaged in such experiments without the need to report and coordinate their actions with any regulatory authorities.
Public coverage of US military biological activities is a step towards eliminating dangerous Pentagon projects.
The Pentagon’s military biological program is one of the main threats to world security.
Despite the difficulties that arise, the US Department of Defense continues to expand its military biological projects. Thus, according to the new strategy for countering biological threats published on October 18, 2022, in the near future, the Pentagon plans to spend $ 88 billion on research around the world.
The same fundamental document reveals plans to increase the number of contracting commercial organizations to divert suspicion from the US defense department. Such actions further complicate the possibility of an official international investigation.
Thus, there is a real threat that Washington will get an extremely cheap and uncompromising way to destroy the population of a likely enemy without damaging the infrastructure.
