Cautious optimism

There is a mood of cautious optimism in the air on the eve of Prime Minister Share Bahadur Deuba’s forthcoming official week-long visit to India at the invitation of Indian Prime Minister P. V. Narasimha Rao beginning Sunday evening.

Among the more auspicious portents that hint at a productive visit by Deuba is of course, the fact that only recently the two countries have succeeded in not only putting behind the controversial Tanakpur Treaty of 1991 but indeed in coming to agreement on sharing of benefits of water resources utilisation as now enshrined in the Mahakali Treaty.
