MCC again on the debate
NC leader Gyanendra Bahadur Karki was the finance minister in the Sher Bahadur Deuba led government. Then finance minister had signed the Millennium Challenge Corporation (MCC). Now, Deuba is the PM and Karki is the minister. It is said that there is a good environment for endorsement of MCC from the House from where Deuba bagged a two-thirds majority while seeking confidence motion.
Even though, Washington is suspicious and unhappy about the delayed endorsement of the American grant project.
Outgoing prime minister K.P. Sharma Oli was also in favour of the MCC. His finance minister Yubraj Khatiwada signed around ten supplementary agreements related to the MCC. If Pushpakamal Dahal Prachanda had supported Oli, the MCC would have been tabled in the House. A debate would have been taken place on the pros and cons of the grant project.
Then speaker Krishna Bahadur Mahara kept the MCC file pending. Again, Agni Sapkota, the new speaker, kept the file pending under the instruction of Prachanda.
Prachanda is seeking a mass amnesty on the cases related to severe violation of human rights and thus he is seeking American support. As a bargaining card, Prachanda is holding the MCC grant project.
The Americans are expressing unhappiness from the delayed adoption of the MCC project. In the meantime, the American envoy said in a TV programme with Bhushan Dahal that MCC is an American investment. Again, the Nepali intellectuals have been confused. If MCC is an investment, surely, there is a profit strategy. If the MCC belongs to the Indo-Pacific Strategy, then Nepal, a non-aligned nation, becomes the NATO member.
Be that as it may, a wide range of debate is necessary before the adoption of the American project.
Concept of supper prime minister
Sher Bahadur Deuba is the PM but Pushpakamal Dahal Prachanda has wished to become the supper prime minister by developing a high-level mechanism to guide and dictate the PM.
Now, Deuba will dance to the tune of Prachanda!

Deuba bagged a two-thirds majority in the House but the MPs had voted him with the hope of becoming the minister. Immediately they will withdraw their support to the government if they will not be rewarded with the ministerial portfolio.
Now, Prachanda also said that his brain is not functioning as all the Maoist Center MPs are wishing to become the minister.
Deuba is not a prime minister who cannot expand his cabinet. He has established a record of constituting the largest ever cabinet.
Maybe, the constitutional hurdle is that he cannot give a cabinet above 25 ministers. However, there is a way for constituting a larger cabinet. That is possible by amending the constitution through an ordinance. When the court is in favour of Deuba and when the government is comprised of five political parties and backed by four ex-prime ministers, the situation is much more favourable for Deuba to issue an ordinance. Why delay?
