Kathmandu, 18 July: After assurance from the Madhav Nepal faction in the UML, Prime Minister Sher Bahadur Deuba has decided to face a vote of confidence motion from the House today.
On Saturday meeting between Deuba and Nepal, the latter had assured to vote for Deuba in the confidence motion.
Furthermore, five MPs in the Mahantha Thakur camp joined the Upendra Yadav camp on Saturday. It means, Deuba can easily manage the necessary majority in the House of Representatives.
Nepal’s party UML has already decided to vote against the motion.
Even if eight MPs from the Madhav Nepal camp in the UML will cross the floor and vote for Deuba, with the support of the Maoist Center, JSP and Nepal faction in the UML, NC president Deuba will bag a majority (above 136 votes) in the parliament.
If Deuba will bag a vote of confidence, the opposition party cannot file a no-confidence motion against Deuba for two years according to Article 100 (4).
If Deuba will be able to bag a vote of confidence now, he will run the government for one and a half years (the remaining period of the present parliament).
Madhav Nepal’s mood:
UML’s senior leader Madhav Nepal is not in a mood to join hands with Oli even after the task force comprised of ten members of the second generation leaders in the party formulated a ten-point draft for agreement between Oli and Nepal.
Oli, on the other hand, has said that there is no space for Madhav Nepal, a traitor in the party.
Therefore, a split in the UML is obvious.
The UML has decided to vote against Deuba, although, the MPs in the Nepal faction can vote to Deuba as individual MPs, according to the Supreme Court’s recent ruling. Such a ruling has paved the way for Deuba to get votes even from the opposition parties.
The Nepal faction is in a mood to join the present government and go for the election while remaining in the government.
Accordingly, after the end of the present session of the Parliament, an ordinance favouring the Nepal faction to split the UML is expected.
Nepal wants to become the chairman of a political party formed after a split in the UML.
