The government should present the budget for the new fiscal year by 29 May. Earlier to the budget presentation, the government should present its policy and programme. The House of Representative should have already been called to discuss the drafting of the new budget. Instead of starting the budget session of the parliament, the government is planning to issue some important medical bills related to Covid-19 through an ordinance.
Some political observers are even predicting that Prime Minister K.P. Sharma Oli is planning to present the government policy and programme and budget through an ordinance. However, on Sunday, PM Oli informed that as the House is in existence, there is no plan to bring the government policy and programme and budget through an ordinance.
Some political observers have even predicted that PM Oli may seek a vote of confidence earlier to the presentation of the budget.
Although PM Oli is much comfortable as he has been able to manage his party temporarily. Oli and his arch-rival Madhav Nepal have agreed to form a task force to end all the disputes in the party. A ten-member task force has been constituted to resolve the disputes in the party.
Presently, UML holds 121 votes and the party needs around 15 votes, which Oli can easily manage with the support of the Mahantha Thakur and Rajendra Mahato faction in the Janata Samajbadi Party. Even though, Oli has not called the budget session of the Parliament.
PM Oli even can bag the support of the Nepali Congress by bringing the MCC, the American grant project, in discussion in the Parliament. NC is ready to support the government for endorsement of the MCC from the Parliament.
Political observers say that Oli wants to justify his earlier move of dissolving the parliament. Therefore, Oli is aimed at an early election by dissolving the Parliament.
