India’s vaccine diplomacy

The Indian Ministry of External Affairs, as per the instruction from the Indian Prime Minister’s Office had circulated a secret note to its missions in the neighbouring countries that India would be providing Covid-19 vaccines at the cost of exchanging strategic interests of India.

We have received a copy of the Indian Ministry’s secret instruction note dated 3 December 2020. Particularly for Nepal, India has planned to provide vaccines for her better outreach here, it is stated in the instruction.

“We may leverage the vaccine assistance for India’s better outreach in Nepal compelling the NCP government to soften its claims on border issues and establishing India’s role of key vaccine supplier in the neighbouring countries”, it is stated.

The Ministry has instructed its mission here to put pressure on Nepali leadership for prioritizing the approval of the vaccine; identifying a number of Nepali press correspondents, public affairs officials, experts and scholars to write positive articles about India’s vaccine as soon as possible; developing a comprehensive social media strategy and developing a wide range of platforms within Nepal and outside including social networking sites; monitoring Nepali press and social media and watching any motivated propaganda, rumours and disinformation against the Indian vaccine, among others.
